Learners Portal is produced by Graham Reynolds and Richard MacKinnon at Cape Breton University in partnership with award winning teacher Ken MacDonald and Folkus Atlantic Productions in Sydney, Nova Scotia. The site incorporates much of the work of The Peopling of Atlantic Canada CD ROM and the Peopling of Canada web based activity and resource center. Both these projects were developed through grants from the Department of Canadian Heritage, Canadian Studies Program. The Peopling of Atlantic Canada CD ROM has been purchased by the Nova Scotia Department of Education and it is currently being used in both grade 9 social studies and in grade 11 Canadian History.

Graham Reynolds is a Professor of History and Chair of the Department of History and Fine Arts at Cape Breton University . He is co-producer of The Peopling of Atlantic Canada CD ROM and author of a number of publications and articles on history and education related topics. Dr. Reynolds is currently teaching Canadian History and Social Studies methodology courses in the Memorial University / Cape Breton University Bachelor of Education program.

Richard MacKinnon is a Professor of Folklore Studies, Problem Centered Studies and Humanities at Cape Breton University. In July 2005, he was awarded a Tier One Canada Research Chair (CRC) in Intangible Cultural Heritage. The mandate of the Research Chair is to study innovative ways to protect, preserve, and educate people about intangible cultural heritage (ICH). The Research Chair is interested in developing new media tools and educational products for students as a valuable way to teach and therefore safeguard intangible cultural heritage. Dr. MacKinnon is the author of numerous publications on Atlantic Canadian Folklore and Material Culture. His most recent book is titled Vernacular Architecture in Newfoundland. Ottawa: National Museum of Civilization.Ken MacDonald is a teacher and vice-principal at Riverside Elementary School in Nova Scotia. Macdonald was a recipient of the Queen's Jubilee Medal for Excellence in Teaching by the Canadian Teachers Federation and NS Teachers Union in 2002 and a finalist for the Govenor General's Award for Excellence in Teaching Canadian History, 2001.Folkus Atlantic is a new media company specializing in educational resources. It's CD ROM "Pioneers" has been purchased by the Ontario Ministry of Education for use in all the province's Elementary and Junior High School's.  "The Peopling of Atlantic Canada" CD ROM is part of Nova Scotia's Grade Nine Junior High School curriculum.
